 Community Bridge Recovery, Inc. is a nonprofit substance use treatment organization committed to transforming treatment through trauma-informed, culturally responsive, and community-embedded care and collaboration. 

 Our mission is to empower individuals in recovery, connect families to community resources, and build systems of support that emphasize dignity, emotional safety, address short- and long-term needs and fosters long-term holistic wellness.

 We exist to dismantle barriers to treatment, build recovery-capable ecosystems, and cultivate professional pathways for people and families impacted by substance use by partnering with organizations to build stronger, more supportive systems of care.

Board of Directors

Melissa Lubbers-Billiot- Board President

As the Founder and CEO of Community-Bridge Recovery, Inc., Melissa leverages over a decade of expertise in addiction treatment, criminal justice, and case management to drive systemic change. Her leadership is informed not only by her professional credentials but also by her personal journey in recovery, allowing her to bridge the gap between clinical practice and the authentic human experience of healing.

Mercedes Lubbers-Board Vice President

Currently serves in Talent Development, overseeing performance development and succession at Spirit AeroSystems/Boeing. With a Master’s degree in Human Resource Management and Learning and Instructional Design she transforms strong teams into exceptional ones by building trust, driving clarity, and maximizing untapped potential.

Heather Billiot-Board Treasurer

Heather works as a Compliance Specialist For Kansas Gas, where she ensures organizational integrity through rigorous regulatory oversight and risk management. As a member of the Board, Heather provides strategic leadership and a focus on operational transparency. She also holds an Associate’s degree in Accounting, which supports her expertise in financial controls and auditing.

Russell Spurlin-Member at Large

Russell brings a strong personal connection to the work through the lived experiences of multiple family members navigating substance use and recovery. Professionally, he works in substance misuse prevention as the Manager of Youth Leadership Upstream Kansas at CADCA. He earned his bachelor’s degree from Wichita State University and is currently pursuing a Master’s degree in School and Clinical Mental Health Counseling.
