Melissa Lubbers-Billiot MA,LMAC, MATC, TTS, PCCM

Founder/CEO

As the Founder and CEO of Community-Bridge Recovery, Inc., Melissa leverages over a decade of expertise in addiction treatment, criminal justice, and case management to drive systemic change. Her leadership is informed not only by her professional credentials but also by her personal journey in recovery, allowing her to bridge the gap between clinical practice and the authentic human experience of healing.

Melissa holds dual Master’s degrees in Criminal Justice (Wichita State University, 2012) and Human Services with an emphasis in Addiction Counseling (Washburn University, 2018). Her credentials reflect her broad expertise. She is a Licensed Masters Addictions Counselor (LMAC), a Nationally Certified Medication-Assisted Treatment Counselor (MATC), a Certified Tobacco Treatment Specialist (TTS), and a Certified Person-Centered Case Manager (PCCM) in the state of Kansas.

A dedicated professional in the substance use disorder field since 2013, Melissa has a proven track record of delivering impactful assessment and counseling services across diverse clinical and correctional landscapes. From managing MAT and inpatient programs to providing community-based care in crisis units and private homes, her experience is both broad and deep. Melissa is particularly skilled in navigating the intersection of treatment and the justice system, having provided early prevention substance use disorder services at the Sedgwick County Jail and coordinated care for the SB6 program. Her work as a facilitator for the Wichita Intervention Program further underscores her commitment to education-based recovery and the neurobiological understanding of addiction to help participants to develop actionable strategies for long-term change.

She is a passionate and engaged educator for Kansas City Kansas Community College and a dedicated volunteer and supporter of the Wichita Recovery Hub, An Emerging Member of the the Recovery Cafe Network.

  • Level 1.0 Outpatient Treatment is the least intensive level of care on the ASAM (American Society of Addiction Medicine) criteria scale. Think of it as the "baseline" of professional treatment—it’s designed for individuals who need support and structure but are stable enough to maintain their daily lives, jobs, and relationships.

    Key Characteristics

    • Time Commitment: Usually involves less than 9 hours of service per week for adults (and less than 6 hours for adolescents).

    • Setting: Sessions take place in an office or clinic setting or in a structured telehealth group. You live at home and continue going to work or school.

    • Flexibility: Often scheduled around the client's life, with sessions available in the evenings or early mornings.

  • Level 2.1—commonly known as Intensive Outpatient Treatment (IOP)—is the "middle ground." It’s designed for individuals who need more than once-a-week counseling but don’t require the 24-hour supervision of a residential "rehab" facility.

    Think of it as a part-time job dedicated to your recovery. You get high-intensity clinical support while still sleeping in your own bed at night.

    Key Characteristics

    • Time Commitment: For adults, this involves 9 to 19 hours of structured programming per week. For adolescents, it is 6 to 19 hours.

    • Structure: Sessions usually occur 3 to 5 days a week, often in 3-hour blocks (e.g., Monday, Wednesday, Friday from 6:00 PM to 9:00 PM).

  • "We actually pride ourselves on being very flexible with payments because we know not everyone uses a traditional bank account or debit card. To make sure our care is accessible to everyone in the community, we accept Venmo, PayPal, Zelle, and Chime, in addition to standard credit/debit cards and payments through our online patient portal. We want the focus to be on your growth, not the transaction."

  • We accept Medicaid, SB123 funding and sliding-scale self-pay. We are also actively building relationships with additional insurance providers to further reduce barriers to care.

    Self-Pay Sliding Scale Fee is set on a range based on the 2025 Federal Poverty Guidelines with required documentation of income and household size.  

    • Assessments: $0-$150 per assessment

    • Individual Sessions: $0-$50 per session

    • Group Sessions: $0-$75 per group

    • Adolescent Assessments: $0-$50 per assessment

    • Case Management: $0-$20 per hour

    • DUI Assessments: $150 per assessment (this fee is set by the state and no adjustments are allowed to be made to this fee per state DUI statute.)
